The Social Capacity Development Project in Barcarena, PA, aims to promote the institutional strengthening of institutions in that municipality. It will do this through building the capacity of the civil society organizations so that they become able to organize, plan and execute projects, and capable of facing the problems of the context where they live.
This project originated from a conduct adjustment agreement (TAC) signed by Pará’s Public Ministry and Imerys Rio Capim Caulim AS, a mining and kaolin powder and pulp processing company, in Barcarena, PA. The TAC established the obligations and activities that Imerys will have to develop in order to compensate for the environmental and social damages resulting from a spillage of kaolin in June of 2007. This accident caused the contamination of rivers and streams in the region and prevented riverine families from carrying out their basic livelihood activities. The majority of residents in the buffer area of the company had to move from their homes.
To accomplish the objectives of this project, IEB will work in two main areas:
1) Strengthen the administrative and institutional capacities of civil society organizations in Barcarena, enabling them to carry out a proper dialogue with government agencies and mining companies working in the region.
2) Support the creation, capacity building and strengthening of a Municipal Forum, so that it can function as a public space for dialogue, negotiation and celebration of agreements between private companies, civil society organizations and different levels of the government.
